President Susilo Bambang Yudhoyono has signed a Presidential Decree (Decree) No. 72 Year 2014 on the Use of Foreign Workers and Implementation of Education and Workforce Training Companion. Under that regulation, for every foreign worker hired by a company, then an assistant labor Indonesian citizen must also be recruited.

"The appointment of Indonesian workers as Labor Companion implemented for the transfer of technology and skills," in accordance with the wording of Article 12 of this regulation.

Not only give a local companion, every worker in the company that makes the criteria also required to provide training equivalent to that occupied the competence of the foreign workers.

This provision does not apply to the position of director and / or commissioner. That regulation also not binding on government agencies, representatives of foreign countries, and international agencies.

This policy as well set that permits Employing Foreign Workers (IMTA) will be given if the local assistant already recruited. IMTA is only valid five years, then extended by considering the labor market in Indonesia.

IMTA has the obligation does not apply to representatives of foreign countries that employ expatriates as diplomatic or consular officials, the wording of Article 8 of the presidential regulation.

In addition, the Ministry of Manpower and Transmigration confirms companies hire foreign workers, shall prioritize the use of Indonesian workers in all types of positions available.
